But I wish we all could strike a word from our vocabulary--``right'' and ``wrong''--because I think we can do better. I say to the Senator, I think you can do better than to say that what we propose is wrong and what you propose is right. Frankly, I do not know that we are talking in absolutes on any of this. We just think we have a better idea than they do. As a matter of fact, I just want to make two points and then I will yield to my friend. This is budget language, but since my friend spoke of, What do you use this Budget Act for? I want to hold it up. This is the act that changed--until it is repealed--the rules of the Senate. This law did that. I defy anyone to read this law and find within it where it says what is major policy and what is minor policy, what size tax cut is OK and what size tax cut is not OK. I do not believe that is what this law says in any page of it.
