“I believe the Food Stamp Program should have a strong work requirement as the Senator has indicated. I am now speaking in behalf of the chairman of the Agriculture Committee. Senator Lugar understands the Senator's concern about the individuals who are willing to work may be unable to find a job due to circumstances beyond their control. Senator Lugar continues on that in behalf of the Agriculture Committee, he finds the offsets acceptable and the amendment acceptable. So at this point I want the Senator to know I am going to yield back all the time we have in opposition and indicate for the Record we are willing to accept the amendment.”
