I say to my good friend, as soon as the constitutional amendment is adopted by the sovereign States and remitted as it must under the Constitution, and it becomes the sovereign law of the land, there is a very different dynamic that takes place that we do not have today. That is, we will not be the only part of this Government that has to produce a budget resolution that is in balance because, by that time, the President of the United States will have to submit one. The Congress of the United States and the President will be bound by the same generic sovereign law of the land, and I believe we are going to move ahead with a very substantial, large downpayment, probably far in excess of what the President will submit, as our first efforts in the committee. Having said that, Mr. President, I make a point of order that the pending amendment violates the Budget Act of the United States.
