Senator, I want to tell you one other thing. The two instruments that judge our budget responsibility, vis-a-vis the President, what have we agreed to do with our President--frankly, they are not enforceable and everybody knows that, but we have agreed to do it. Might I say that this chairman, Senator Slade Gorton, has taken the agreements that are stated and he has followed them. As a matter of fact, one found on page 24 of the agreement and is also in the budget resolution, which I will talk to in a moment, was approximately a $74 million increase for Indian tribal priority allocation funding. Senator Gorton had a meeting and asked, ``Is that a priority agreement that we agreed with?'' I said, ``Yes.'' He said, ``So it will be funded.'' Is that not right?
