In any event, I want to put a table in the Record, because yesterday I spoke of the fact that, since 1991 to this point, there have been no cuts on the discretionary programs that are domestic, and all the cuts have come out of defense. In fact, it is a little worse than that. All the cuts come out of defense, and domestic programs have gone up.

Well, I would just say that, sometimes when we are working on trying to solve this fiscal problem, the recognition that a long-term fix is what is needed puts many people in the position that they do not know how you do that and do it now.
