The report concludes that the vast majority of employees of our National Laboratories are "dedicated, patriotic, conscientious contributors to our national security and protectors of our national secrets." The report states, however, that these individuals, the ones who are responsible for the viability of America's nuclear deterrent, have been hounded by ongoing investigations and security procedures that render them incapable of achieving their mission.
