Let me see if I can put this matter into perspective as I see it. The Senate in this first amendment--and I assume throughout the debate on this budget resolution we are going to be talking about areas about where Senators from both sides of the aisle think the President of the United States made a mistake in his budget. This is a big one. This is a very big mistake in the President's budget. Frankly, I do not think the Senate is going to let this mistake get by without a lot of debate. There are three or four others in the area of criminal justice that are not going to get by without a big debate. This is a big one because not too many years ago we established a grant program for our States, and we named it after a very, very big police hero from New York City, as I recall. I think Senator D'Amato brought him over because his father came to witness the ceremony of honoring this marvelous son who was a policeman and was just blown up by somebody who decided to kill him. We named this after that person. It is a tremendous fund, because it goes to our sovereign States in a manner that is reasonably related to the problems they have in terms of dollars. And then they get to use it for a myriad of things that they think are important. Believe you me, they are using it for tremendous law enforcement advances in our sovereign States.
