These two bills are so different, so different, that they are incompatible. So you cannot say marry them, because that marriage cannot last. You cannot start it because the bills are diametrically different, with the exception of a few pieces that are not terribly relevant that are the same. What they have, we don't have; what we have, they don't have. You cannot marry them.
