I rise to compliment the distinguished Chairman of the Appropriations Committee for some language he put in this bill relative to disaster relief. After the floods in the Midwestern United States and before the last catastrophe and disaster in California, at an appropriations meeting where we were figuring out what we ought to do for the floods, I raised the question as to whether we really had adequate laws on the books with reference to the kinds of problems with which we are confronted. It strikes me almost intuitively that we need to modernize those laws, streamline them, to make sure they are not duplications, and sincerely find out whether the laws are being abused. We understand now there may be some abuse with reference to illegal aliens getting 18-month vouchers for rent-free housing. I said that day that I thought the time had come for a total evaluation of disaster programs.
