Let me make three points. One, Senator Bumpers said that outlays over the next 6 years for nondefense discretionary are only $1.6 trillion, and then he proceeded to compare that with defense discretionary and indicated that, obviously, there was too much money being spent on defense. Everyone should know that the part of domestic spending that was spoken of at $1.6 trillion is only that which appears in the annual appropriations bills. If you put the rest of the domestic spending for all the other programs that are not there--that are entitlements, that are mandatory programs--then we put in perspective defense versus domestic because $7.4 trillion over the next 4 years will be spent for domestic programs, not $1.6 trillion, a tremendous number that is multiples of the defense budget, and that is how it should be. But it is not $1.6 trillion; it is $7.4 trillion. So, 82 percent of all Federal spending over the next 6 years will be in nondefense spending. These are facts right out of the budget.
