Mr. President, essentially, this is a total alternative budget to the President's budget which essentially is before us--that is, the President's budget--with the exception that the Exon amendment was added to it, one of the last votes in the Budget Committee, an amendment that Senator Exon offered and was adopted. It further reduced the appropriated accounts, the so-called discretionary accounts, by $43 billion in budget authority over 5 years and by $26 billion in outlays over 5 years. It is that budget, so amended, but essentially the President's, that we offer a full substitute for here today.
