I have now reread it and reread it. My interpretation would be that absent actual walls, the effect of the amendment would be the same from my standpoint. The Senator asked for my opinion. The Senator from New Mexico would think the effect is the same. As the amendment by Senator Lott yesterday, which attempted to protect defense spending from any of the cuts that the Exon amendment would have imposed, I think the effect is the same here. Without permanent walls, I do not think you can protect it from the appropriations process doing what it thinks in allocating the remainder of the money.
