I understand that we will proceed to an up-or-down vote. Mr. President, I might say to the Senate, after this vote, I don't believe either Senator from New Mexico will be here for the remainder of the votes. Senator Larry Craig will assume my role as manager of the bill. I thank everybody for their cooperation to get the bill this far. I yield the floor. The PRESIDING OFFICER. The question is on agreeing to the motion to waive the Budget Act. The yeas and nays have been ordered. The clerk will call the roll. The legislative clerk called the roll. Mr. McCONNELL. The following Senators were necessarily absent: the Senator from Minnesota (Mr. Coleman), and the Senator from Alaska (Mr. Stevens). Further, if present and voting, the Senator from Minnesota (Mr. Coleman), would have voted ``yea.''
