“I rise not to talk about the work that has been done by the committee on flood insurance, although it is obvious that is important, and they have done a great job and we ought to be finding our way through that thicket before too long. But attached to that bill, for the purpose of making an issue and seeing to it that we give everybody in this body an opportunity to vote for the production of more American energy for the American people, for the automobiles that drive on our streets, the trucks that drive on our streets, the airplanes, both domestic and military, that fly, and all other sources of energy, we are going to have a chance to vote on whether we want to produce more energy which we now import, either crude oil or crude oil products or substitute products that can be produced in the United States. Do we want to do that?”
