Is it not in that regard that the Senator has been inquiring, and has the Senator not been saying, under the real budget, the budget using the Congressional Budget Office numbers, what are you going to do to the veterans? Is that not when the Senator is getting the answers that they do not believe they are going to do this? Is that a fair assumption?

Well, I would just say that, sometimes when we are working on trying to solve this fiscal problem, the recognition that a long-term fix is what is needed puts many people in the position that they do not know how you do that and do it now.
