I understand the 1996 U.S. Geological Survey report called for a reevaluation of the dam design based on seismic data. A reevaluation should be performed using the best available science and the U.S. Geological Survey should produce an analysis integrating new data.

I think that the last point that Dr. Rivlin made you can find in the report: that our plan is more progressive than the tax code we are replacing.
That did not reduce any beneficiaries' benefits, it just cut the amounts that providers were otherwise getting.
It is clear from this example that good things can happen when we open up more areas for drilling in a responsible manner.
