it is with reluctance that I must oppose the Byrd amendment. This would increase taxes and spending by $65 billion. It would strike the budget resolution's reconciliation instruction with reference to taxes, and it would eliminate the firewall between defense and nondefense spending. I believe, on any of those counts, it should be defeated. When you put them all together, clearly it ought to be tabled.
