I guess that raises the question, you know, what is the purpose of the System and why should the Home Loan Banks be devoting or providing low-cost funding to such large institutions which have direct access to the capital markets…
I mean, what is the purpose of this? I mean, from the point of view of the institution, it is a good deal, but what is the public purpose of it?
I must say, in both instances, I, it is my own position, that the board cannot do this without coming back to Congress for a statutory change.
