Reclaiming my time, I think President Carter had it right. He said all electronic surveillance for foreign intelligence or counterintelligence purposes in the United States has to come under the FISA Court. That makes sense. That is, I think, the purpose of this amendment, is to make certain that the money is being expended in compliance with FISA. The gentleman is a cosponsor of this amendment. Is that your understanding?
