let me say one other thing here. At he request of our former chairman, the gentleman from Illinois [Mr. Yates], the General Accounting Office recently completed a report detailing the allocation of Forest Service timber sale receipts to various funds and accounts and comparing total receipts to outlays for timber sale preparation and administration. The report covers fiscal years 1992 through 1994. That is 3 years during which timber sales ere at a postwar low. Nevertheless, the report shows nearly $3 billion in timber sale receipts against $1.3 billion in preparation and administration outlays. Therefore, we are covering the cost by approximately $1.7 billion.
