I want to make clear for the record that the funding for this would come from the exact same provision that the chairman has used for other programs in the health, welfare, and education bill. Yet it seems when it comes to full funding for Leave No Child Behind or full funding for a program the administration says it fully supports, there is all of a sudden no money available. Again, this has been one of the priorities of this administration. Leave No Child Behind is something this administration speaks about on a daily basis. Yet there are billions of dollars of shortage in funding in that program. That is not just another Federal program. It was a very important historic meeting of the minds on how to reform education and how to give cities--whether it is Washington, DC, or New Orleans or rural areas throughout the country--the resources they need to reform public education.
