This amendment adds $1 billion to this bill for a very good reason: Because the Reserve component represents 47 percent of our military structure and only 8.3 percent of the budget. In the underlying bill, we have $62 billion for Active and $271 million for the Reserves. In every State, thousands of people are being called up. When they get the call, they put on their uniform and go. This amendment gives them the equipment to fight and win the war. I ask for everyone's support.
