I think they have misapplied the statute. I think that it is far beyond what Congress implied.

Over time, as the FCC and the courts have interpreted the TCPA, business models and ways of communicating with consumers have also changed. As a result, the rules have become complex and unclear.

I believe it should, and that is why I am in favor of the bill that you are contemplating and drafting.
