Too many waters remain polluted in this country. Too many Americans still lack access to adequate sanitation, stormwater, and drinking water services.

I think absolutely the IIJA does provide the opportunity and the resources for us to move forward in the bridge project.

We need to have a clear definition of waters of the U.S., one that is protective, as it should be, under the Clean Water Act, but one that provides clarity.

I think these opportunities are real. They are necessary in a changing climate.
