I think these opportunities are real. They are necessary in a changing climate.

The current water supply situation infrastructure in California is just unsustainable.

I would like to recognize that for over 25 years, the Federal government, together with Indian tribes, states, and local parties, have acknowledged that negotiated Indian water rights settlements are preferable to the protracted litigation.

we need to have a clear definition of waters of the U.S., one that is protective, as it should be, under the Clean Water Act, but one that provides clarity.
