No research supports clear economic growth, according to the Congressional Research Service. While there may be other factors--usually with heavy government subsidies--that also contribute to this growth, it does not have any delineation toward streetcars. This amendment does not dictate but protects scarce resources. In a nation that has an incredible deficit problem, we have to get to the point at which we can have priorities.
