I do not know the circumstances under which this language was adopted. That requires the Army Corps of Engineers to undertake exactly the same kind of cost-benefit analysis for this project as it does for others. If that was not applicable then, I do not know why that was not raised in 1999 or 2000 or 2001. Contrary to what the Senator implied, the language in this amendment does not set up a different standard. It weighs the standard. It simply says the Army Corps of Engineers will describe the cost benefit. It is not going to have any standard it has to meet whatsoever other than the fact that that analysis is done.
