I would like to first pay tribute to my colleague, the Senator from Florida, who just spoke. He has been one of my guiding lights in my 4 years here. He is someone who exemplifies the best qualities of a U.S. Senator. His integrity and wisdom and his careful attention to matters large and small have been superb during his 38 years of public service to the State of Florida. It has been just extraordinary. I wish him well and I will miss him. I will miss his leadership and his guidance.
