I think it is clearly incumbent upon the Senator to respond to those. He has now just said he will attempt to do so, and it becomes very important in the final outcome of this whole debate and more importantly to the understanding the American people will have about what is or is not the proper tool or device to put in the Constitution for the purpose of balancing the budget. First and foremost, the Reid amendment does not even address what we commonly refer to as a balanced budget. It is his concept of a balanced budget. It is a little off here, and a little off here, and we will balance the rest. It is not a total picture for the American taxpayer to analyze what their Government is doing in any regard. Between actual outlays and receipts there is a phenomenal disparity. Our amendment, the real balanced budget amendment, allows the use of estimates as a means of achieving what we require, a balance between actual outlays and receipts. His merely says estimates ought to be in balance.
