Let me say, if I might, and I appreciate the question and I have talked to the Parliamentarian, when people inadvertently leave their cell phones on, but the call is from their wife, that is all right. At any rate, balance? If I heard it once, I heard it at least 10 or 15 times since I have been here and the distinguished Senator from Alabama has been here. Balance--it never balances in regard to the goal of actually balance the budget. We are talking about balance. But we are actually talking about redistribution. We are talking about balance, but what we are actually talking about is a certain kind of class warfare. When we are talking about balance, we are talking about means testing. We are talking about somebody in Washington on this floor defining who is rich or who is not or who is just a little better off--maybe $250,000, maybe $200,000. Guess what. These taxes are going to hit the middle class, and they do not think it is balanced. I don't think it is balanced, and I think it is out of whack. If you are going to get something in balance, you ought to take a look to see can we get the budget of the United States headed toward balance and not use ``balance'' as a synonym for the proposed goals of social reform or whatever it is that you would like to accomplish under the banner of tax reform.…
