I believe we hope to follow closely the proposals of the Governors, which are bipartisan in nature, and give the Governors the flexibility they need in order to accomplish significant Medicaid reform, which will mean extending Medicaid to more people but doing it in a more efficient way, which will save us more money. We actually don't see that this language impairs that effort, and we think we can report a very effective bill with or without this language. The PRESIDING OFFICER.
