On page 91, line 6, strike ``April 7, 2009'' and insert ``April 7, 2008''. Mr. McCAIN. Mr. President, the amendment would do one very simple thing: It would move the DTV transition date forward by 1 year, making the completion date April 7, 2008, rather than April 2009. This would accomplish the crucial goal of providing first responders with critically needed spectrum one year sooner than is required in the reconciliation bill. This amendment, if adopted, could provide a greater benefit to the American public than perhaps any other provision in this bill.…”
