I do not find the bill compelling on balance. Yes, the bill does something that has to be done, which is to correct the problems the WTO has assessed against us relative to the duty that the European Union assessed against us relative to the duties and our tax law and the fact that many of our manufacturers are now being assessed a fairly significant duty as a result of penalties assessed under that finding. That needed to be corrected. That, however, was a $50 billion exercise. It could have been done in a revenue-neutral way, and it should have been done.
