No. Under no circumstance was portability ever represented as a voucher, or ever represented as a voucher in committee. What I said was Straight A's could have been used by a State to qualify that it had set up a voucher program such as Florida had. Yes, in those instances Straight A's could have been used. The Senator from Washington was making it very clear that is not going to happen.
