I have sent the amendment to the desk on behalf of Senator Ensign. I do not necessarily support this amendment as the chairman of the subcommittee, but as a courtesy to the Senator, I wanted to send it up to get him in the queue. We look forward to having other Senators bring amendments forward, and we will try to assist them in getting time and votes. I suggest the absence of a quorum. The PRESIDING OFFICER (Mr. Vitter).
