I begin by congratulating the Senator from Delaware for bringing this bill forward again, and the Senator from Georgia, who is presently in the Chair, for having been the original author of this bill. This is a very strong piece of legislation which, as the Senator from Delaware has so effectively pointed out, is absolutely critical to the parents of this country as they try to assure the one thing that is most important in most parents' lifestyles in dealing with their kids, beyond giving their kids love and a sense of how to deal with reality and a sense of values, and that is the ability to get a good education. The ability to get a good education, once you get out of the public school system in our country today, is tied, to a great extent, to your ability to pay for that education. Postsecondary school education, even under public school systems, can be extraordinarily expensive. These college savings IRA accounts give parents more flexibility.
