I believe there was a unanimous consent agreement that the Bingaman amendment would run until 3 o'clock, and then we would start voting. I believe the time was to be equally divided between the proponents and the opponents. So my understanding would be the Senator from New Mexico would have about half of that time. I think it started at about 2:25, so the Senator from New Mexico would have half of 35 minutes. Was that not the understanding that was reached? I thought it was the understanding reached.
