The pending Department of State, Foreign Operations and Related Programs Appropriations Bill for fiscal year 2006, H.R. 3057, as reported by the Senate Committee on Appropriations provides $31.842 billion in budget authority and $34.998 billion in outlays in fiscal year 2006 for the Department of State and foreign assistance programs. Of these totals, $174 million in budget authority and outlays are for mandatory programs in fiscal year 2006. The bill provides total discretionary budget authority in fiscal year 2006 of $31.668 billion. This amount is $1 billion below the President's request, $3 million below the 302(b) allocations adopted by the Senate $11.4 billion more than the House-passed bill, and $3.2 billion above fiscal year 2005 enacted levels. I commend the distinguished chairman of the Appropriations Committee for bringing this legislation before the Senate. I subscribe to Senator Gregg's emphasis on value-based reimbursement. I think we're making progress on Medicare. It's not hopeless.
