I inform the Chair that pursuant to the deeming language of Public Law 109-234, I raise a point of order against the emergency designation of the pending amendment. The PRESIDING OFFICER. The Chair advises the Senator, a point of order is made appropriately at the end of the debate. The Senator from New York was asking a question whether a point of order had yet been made.
