Obviously, when the amendment was structured, it was that there be half the time in opposition and half the time for the proponents. Right now there does not appear to be any Member here actively in opposition. Senator Smith would like to speak on the bill. I was thinking some of the opposition time could go to Senator Smith. How much time does Senator Smith desire?
