If I could simply make the point in the form of a rhetorical question: I am not sure the DREAM Act, as viable as it may be, has a great deal to do with Homeland Security's job on the border. Of course the Lindsey Graham amendment, of which I was a sponsor, is focused at Homeland Security's responsibility on the border. But I appreciate the point of the Senator. I am not sure why he stopped there. Why doesn't he just reoffer the entire comprehensive immigration bill?
