If you were doing a formula, I think the percentage that would be assigned to Federal fiscal policy would be fairly high for creating uncertainty as a result of our unwillingness to face the long-term debt problems we have, the tax policies which are coming at us which will penalize capital formation, and the uncertainty about what sort of capital you have to have on your books in order to make loans in the financial institutions for at least the next 6 months to 2 years.
