if the Senator will yield, at this time we cannot agree to such an understanding. As the Senator has noted, this amendment has generated a very significant interest. Debate has been, obviously, substantive and there is still a fair amount of debate that has to flow under the bridge before we can close the game, if I can mix metaphors.

I think Dr. Rivlin is absolutely correct on both points, and Simpson-Bowles did the same thing that Domenici-Rivlin did, which was to actually increase benefits to single women over 85, and low-income individuals.
