I simply add, today we have a letter from Admiral Abbott, in which it is stated that they think this money is unnecessary, and I believe their point is it is unnecessary at this time because these agencies can't handle it. Let me go through why that is the case with the agencies with which I have some familiarity. I have been fortunate enough to serve as either ranking member or chairman of the Commerce-State-Justice Subcommittee for about 8 years, and during that time I have come to know with some familiarity of the activities of the agencies under that jurisdiction, many of which impact homeland security. Let me specifically talk about the FBI, INS, first responders, and the issue of the Marshals Service. This amendment includes in it $137 million for the Triology Program. The Trilogy Program was an attempt to get coherence into the computer systems of the FBI and basically be able to get every agent at the FBI the capability to go online and instantaneously access the database of the FBI, so you would have the capacity of a field agent actually having the information necessary to find out, if they ran into a suspect, what that suspect's threat situation was and also to feed into the system information they may have developed that was important to protecting the country, especially in the area of terrorism. Unfortunately, Trilogy has become a large disaster.
