the spotlight really belongs on Vietnam itself to give some kind of sign that it will address these issues and not ignore them.

I think it wouldn't be correct to assume that the U.S. Government doesn't raise human rights issues outside of this dialogue.

Tell Vietnam to shut these facilities down.

There is no doubt that the Human Rights Council in Geneva is deeply flawed.
