John F. Kennedy: “We increased the previous defense budget by 15 percent--not in the expectation of war but for the preservation of peace.”

Our Constitution wisely assigns both joint and separate roles to each branch of the government; and a President and a Congress who hold each other in mutual respect will neither permit nor attempt any trespass.

These various elements in our foreign policy lead, as I have said, to a single goal--the goal of a peaceful world of free and independent states.

All of us together--this Administration, this Congress, this nation--must forge those answers.

Our aim is not simply to be first on the moon, any more than Charles Lindbergh's real aim was to be the first to Paris.
