Let me explain it to you and then I will yield for a question. It says: There are hereby appropriated to the Disease Prevention and Treatment Reserve Trust Fund-- which we are talking about here, --amounts equivalent to the taxes received in the Treasury attributable to the amendments made by section 701. . . . That is the tobacco taxes. We are taking the tobacco taxes, which would fund part of the increase the SCHIP expansion, and apply it to the Disease Prevention and Treatment Research Trust Fund. We are not taking money out of the trust fund; it is the revenues generated from the expansion of the tobacco tax from which we are taking the money.
