On the recordMarch 29, 2006
Those and many other things have been put in. Sometimes good things are put in. But that is not the way the legislative process is supposed to work. We are supposed to have an open process. Senators should be able to see what is in a bill. We should provide transparency so that the public can scrutinize what is going on. The current process is broken when we are forced to enact provisions that were not in either one of the bills. Mr. McCAIN. Mr. President, will the Senator yield for a question?
