“What we have done with the Child Custody Protection Act--Senator Boxer is correct, it is a bill that passed the U.S. Senate on a bipartisan vote of 65 to 34. What we are doing is setting up a reserve fund that says if it passes this year, the money will be there to enforce it. We know around here a lot of times things are authorized, things are passed, but then the money is not there to enforce it. So what we want to do is set up a reserve fund so that if the law is passed, we will have the money there to enforce it. This has to do with protecting minor children. There are many States in this country that have passed laws--parental notification, parental consent laws--that want to protect the rights of parents and children from being taken across State lines by adults. That is what this bill will allow the enforcement of, to make sure the Child Custody Protection Act has the money to be enforced by law enforcement across this country.”
