this bill we are debating today, the immigration bill, will place a significant cost on the American taxpayers. I am particularly concerned that the provisions of this bill will impose a heavy strain on our social security system. That concern is why I am offering amendment number 3985. The American public needs to understands what this bill would do. If enacted, it would allow the immigrants who receive amnesty to qualify for social security based on work performed prior to their amnesty. It allows people to qualify for social security based on work they did while they were illegally present in the United States and illegally working in the United States. Let me repeat that. People who broke the law to come here and broke the law to work here can benefit from their conduct to collect social security. This bill is the pathway that allows that. In some cases, illegal immigrants may have stolen an American citizen's identity. They may have stolen an American's social security number to fraudulently work. But it is that illegal conduct and fraudulent work that they will be allowed to use to qualify for social security. Does this bill punish the people who stole an American citizen's identity? No, it does not. It rewards them. Does this bill consider the impact that the crime of identify theft had on the victim whose social security number was stolen? No, it does not.…
